The modest of yays; like Lo and Behold, it's another for-hire project for Herzog and his collaborator Singer. And Herzog doesn't even try to conceal his admiration for Gorbachev. I still found it engaging and entertaining, but it's about Gorbachev's image, and the history of his life, first and foremost, and a Herzog documentary second, or barely; a film pre-occupied more with an accountant's truth, than anything ecstatic.
