It is by far the best one. There are two more in which she and Homer are the main focus: one in which she's finally sent to jail only to escape while Homer thinks she dies (the episode is okay, but nowhere near as emotional as Mother Simpson) and another in which she does die, but it's completely toothless (it climax with a weird James Bond parody scene). Not a good episode the last one. The rest of her appearances are minor.

I think The Simpsons ably demonstrates how when a show goes on for so long, it often ends up cannibalizing itself, Flanderizing its characters, and just reaching a point of featureless flatness. They could have left her alone, enshrining the impact of a truly great episode, but apparently couldn't resist bringing her back, to seemingly blase, diminished effect. They've done this with other characters and plot lines too.
