Based on my memory, T1 was bootstrap, but T2 ended with the optimistic note that they successfully stopped the 1997 Judgment Day. It's only in T3 (which takes place in 2003) that John Connor found out that they didn't stop Judgment Day, it just "moved" down a few years and was gonna happen in 2000-something.

Yeah, it pretty much done just because they wanted to make a 3rd movie but since 1997 long past they either had to make a period movie set in the 90s or make a post-apocalyptic movie. They went with neither and opted for a dumb explanation instead.

To be fair, T3 would make sense then since it's not outside of the realm of logic that the events in T2 were a huge setback for Skynet, resulting in the delay of Judgment Day. Furthermore, since Connor exists in the first place, it goes without saying that Judgment Day was gonna happen no matter what. There are those who believe that T3 corrects the whole "nothing is written" stuff from T2 and instead re-positions the franchise towards its inevitable, and only correct path. Best bit of continuity was Claire Danes venturing into the crucible of robot holocaust and emerging one movie later as Bryce Dallas Howard.
I remember T3 having some pretty good action sequences but an absolutely awful villain.
