Ford was central to "Blade Runner" and "Star Wars," but those movies weren't specifically about him so it's a little easier to branch off, introduce new heroes and sideline old ones.
But Indy is different; every piece of IP and marketing revolves around the character ("Indiana Jones and ________"). Four movies, a buncha books, some videogames, Indy is always at the center. There's also no "cinematic universe" to play with. There's just Indy running around the real world and dodging the supernatural. Because of the way the whole thing was structured from the beginning, they can't explore tangents because there aren't any. The appeal was always about the adventures of this one specific guy and that's it.

Bouncing off Watashi's comment, I think they'll ape "Last Crusade" and put Ford in a Connery-style role. They could even split the movie between two time periods---introduce a new actor as Young Indiana circa 1930 who's searching for Magical Lost Object and have Ford in 1960 and still looking for it.
This would have been a lot easier for Spielberg had LaBeouf not had an attack of brutal honesty about his blockbuster career.
