Mind-boggling, both in how the discovery of one deadly corruption tugs a thread that pulls all the way to the top of Romanian government, and also in the god-level access that director Alexander Nanau has. First half sticks closely to the journalists that uncover this story, then the film switches perspective to the health minister struggling to do the right thing against his own bureaucratic system. Nanau's camera is able to capture every step-by-step, increasingly outrageous detail of both viewpoints as it happens, and together they play like a gripping real-time thriller, balancing the power of investigative journalism with the hardship of moving a needle against deep-rooted political force. 8/10
