"Okay" is an Okay word to describe this. I imagine they tried to cram 2 or 3 books into this one movie. Spoilers below.

I feel very similarly about this movie as I do Valerian and the city of a Thousand Planets. The world building is phenomenal. It's the story that needs major major work to build drama and purpose.

For instance:
1. Why exactly did Hugo Weaving need to murder Pandora Shaw? Seems like he had a very good long term relationship with her. He couldn't wait until she was sleeping to steal Madusa?
2. Why does Shrike need to murder Shaw? For a broken promise?? That's the best reason you can come up with? Unconvinced.
3. How did Shrike know exactly where Shaw was ?
4. The entire Shrike subplot needed to be worked- because as cool Shrike looked and moved, the resolution to this subplot was completely anti-climatic.
5. "Old-Tech" needed to be flushed out more. Finding a toaster in the 31st century and calling it old tech when we have cities on giant tank tracks, seems a bit misguided. Are you telling me these people haven't designed something to toast bread?
6. What exactly is the point for going to war with the Asia continent people? Do they have something you want? THis was not really explained very well.

7. They did not explain the source of energy well. The London City is powered by what appears to be steam, by melting the remains of other cities it gollops, but what exactly is powering all of the aircraft everywhere? They look like jet engines which implies some kind of jet fuel. I was disappointed the emphasis on steam was not more prominent in this story.
