I don't feel qualified enough to do this one but I look forward to the final list.

Mine would be almost exclusively the McDonagh brothers... and In the Name of the Father. I really hope Calvary makes the list, though.

Wait, so Czechoslovakia, Hungary, Poland, and Russia all get lumped together, but we can't include Ireland with the UK? (Incidentally, all of my top five films are British-Irish co-productions.)

In general, there seems to be a lot of grey area here with the films you have listed. So I am going to allow you to use your own discretion since it might make for a more interesting list.
