Headless Horseman can only be stopped by a bridge. Freddy dies.

This begs the question of whether or not Freddy would be able to get into the Horseman's mind since we don't know if the Horseman dreams or not. However, in FVJ even though he was pulled out of the dream world and into the real world Freddy still held his own pretty good against an enraged Jason. My vote goes to Freddy.

Hessian Horseman has no real head. Where can Freddy go? Nowhere, that's where. Horseman.

The only place these two can engage in battle with each other is in Hell. Since the Horseman has nearly two centuries to get lay of the land before Freddie arrives, I'd say he has the upper hand.
