Completely non-sequitur, here are the worst films from each decade according to me:
'00s - Meet the Spartans (seen: 687 films)
'90s - Practical Magic (seen: 270 films)
'80s - Curse of the Pink Panther (seen: 186 films)
'70s - Blood for Dracula (seen: 187 films)
'60s - Valley of the Dolls (seen: 147 films)
'50s - Bus Stop (seen: 102 films)

Completely non-sequitur, here are the worst films from each decade according to me:
My turn!
1920's - The Wizard of Oz (1925)
1930's - Tomorrow's Youth (1935)
1940's - Tomorrow, the World! (1944)
1950's - Glen or Glenda (1953)
1960's - Week End (1967)
1970's - Pink Flamingos (1972)
1980's - Over the Top (1987)
1990's - Patch Adams (1998)
2000's - Freddy Got Fingered (2001)
That was harder than I thought it would be. Sometimes, I think the zero-star movies might be better than the two-star movies. I mean, they're terrible, but they're usually memorable. Some of the two-star movies I don't remember at all.
I feel bad giving the 50's prize to Glen or Glenda, but looking at the other movies from that decade that I gave the same score to (Project Moonbase, Killers from Space, Prince of Space, Plan 9 from Outer Space, Teenagers from Outer Space), I actually enjoyed all of them more than many other movies I've seen from the 50's. Maybe it just takes a special kind of movie to earn such a low score.

I'd put it on the same level as IMDb, maybe a smidgen higher - it's on the opposite end of the annoying spectrum. Everybody there is like a mini-Baby Doll who can't spell as well as he (or she) can.
Also, probably the wrong place for it, but I really don't like the reviewers from All Movie Guide.

Definitively not as large as IMDb, but it's easy to add films yourself (I have to do it every once in a while) and they put them in pretty quickly.

This is impossible for me to do since I don't really have a system for tracking every film I've seen, but I do know THE worst full-length movie I've inexplicably watched in its entirety. It's Dead Fish. And I just threw up in my mouth a little thinking about that steaming pile

Heh. It has nostalgic value for me, and I can't really seem to hate it, even nowadays. It has way too much heart, and I love it when Robin Williams gets serious.

Reefer Madness is a good choice for the 30s. I've seen it, but didn't bother to rate it because I felt like I was rating the cult following rather than the film which was not originally created for entertainment purposes.
At any rate, I found its supposed comedic value to be vastly overstated.

1950s: The Unearthly
1960s: Manos: The Hands of Fate (my less obvious choice being The Sound of Music)
1970s: I Spit on Your Grave (but Faces of Death also qualifies)
1980s: Jaws: The Revenge
1990s: Stepmom (Stuart Little and Batman and Robin being HM's)
2000s: Anacondas: The Hunt for the Blood Orchid (HM: Cheaper By The Dozen)
I'm sure that there are far worse movies in the 1940s than The Seventh Victim, but I have not seen them. The same could be said for almost all of the other decades, except for the fact that Manos and I Spit On Your Grave are indeed the worst movies from their respective decades. There might be another movie that was worse than Jaws: The Revenge when it comes to the 80s, but luckily I have not seen it.
Also one of these days I'll have a worst movie for the 1910s, 20s, and 30s, as I've seen too little from those decades.

I wanted to forcibly castrate and execute every character.
I actually had to fight myself not to put Sound of Music as worst of the '60s. It's bad, but technically, it's not as inept or brain-cell-destroying as Valley of the Dolls.

I'm assuming you've seen Zombie 2 as well then? I thought it was godawful, yet a lot of people actually seem to think it's good. Even the notorious zombi/shark scene was incredibly underwhelming. But yeah, your adjectives pretty much sum up my limited experience with him.

This one's okay.
I don't have it organized by decade, but the worst film I've ever seen was Mascara (1987). It's one of those films I had to watch all the way to the end because I couldn't believe it could maintain such a precise and insane level of suckitude.
A distant second is Russell's The Lair of the White Worm (1988).

What in god's name could anyone possibly loathe about Charade? I can understand finding it merely slight and unedifying, but 'worst of the decade' seems quite a stretch.

And Charade is awesome. One of the best Hitchcock films not directed by Hitchcock in existence.

I found Arsenic and Old Lace really sickening. I kept wondering, 'Why is Cary Grant protecting these horrible women?' If I found out my aunt was a serial killer, I don't think I would spend any time protecting her.
Apparently, Cary Grant hated the movie, too.

Really? I'm not a fan, but in a decade with Batman & Robin, Boondock Saints and Patch Adams, I just can't see hating that one more.
As for Charade, I found its coyness incredibly grating and a riffing on Hitchcock juvenile and stupid. Honestly, I just haven't seen that many films I hate in the 60s, so in another 5 or 10 years, I'm sure it won't be that low.

I haven't seen B&R. The other two are horrible, but I've been subjected to ER repeatedly by friends over the years, and its endless nails-on-chalkboard posturing and horribly cloying characters and dialogue have been etched onto my brain. Aside from how hot Liv Tyler was back then, it's a black hole.

Arsenic and Old Lace and Raising Arizona are my wife's two favorite movies.

I've never seen a more annoying film. Ever. I'm sorry if this is crushing news for you, but it's true. I hate that film with every fiber of my being.

I am rather indifferent to Arsenic and Old Lace. Don't find it very funny and certainly annoying, but honestly Capra has at least two or three other even worse films from the 30s and 40s.
However, I know KF also hates Bringing Up Baby which is simply inexcusable.

Mr. Hulot's Holiday is a masterpiece. So is Meet Me In St. Louis.
Admittedly, there are nice things about those two movies. But I still didn't like them. The story of MMISL is sappy, the male romantic interest totally bland, the songs unmemorable, and the whole concoction just annoying. Mr. Hulot's Holiday is boring and unfunny, two traits horrible for a comedy. Stranger Than Paradise I consider a waste of film: just a big fat nothing. It's a MMMM World is just everything I don't like about my nation's culture made incarnate: shrill, obnoxious, and stupid.
Are all these movies "the worst of the decade"? No, probably not. But they are my least favorites, considering what movies I've seen. I genuinely, genuinely dislike them all.

I didn't, but if it's your worst of the decade, I'd wager you've left the bottom third of the barrel completely unexplored. You have to be careful down there though. It's almost like those terrifying deep sea creatures (http://www.sumedh.info/pictures/deep-sea/hairy-angler.png) (your Epic Movie's and Cat in the Hat's) that are so horrifying and bizarre, you could never imagine they exist until you see them for yourself. And others are just so bad, they're funny (http://www.bountyfishing.com/blog/wp-content/uploads/2008/03/oceana-ecard_blobfish.jpg) (your Wicker Man's, etc.). Goats is far too innocuous to render decade-worst hate, at least in a decade where you should've seen hundreds of films.

I haven't seen that. But your mentioning it does beg a question. Is it worthwhile for a film buff to intentionally mix some really bad movies into his diet? Is it helpful to truly know on a scale of 1 to 10 what a 1 really looks like?

My answer is yes, and if in addition to being a film buff you have creative intentions of your own, it's indispensable. You learn more film directing from a terrible movie than from a good one.
