Richard O'Brien is not involved with the new project and it seems to be unclear whether or not they'll even use the original music.

Where does it say that it's a TV movie? I must have missed that part. It says that the UK premiere will be on the Sky Movies channel, but that doesn't necessarily mean it won't be released in theaters, does it?

Not in any of the articles you posted, but I wrote about this on my site yesterday citing other sources and out of the six or so articles about it that I read, they keep talking about it being a 2-hour broadcast.

Also, the remake has been in development since 2002... by Fox Television Studios. They're still exec producing this one, since 20th Century Fox owns Rocky Horror. MTV and Sky Movie are just financing it to get broadcast rights. They could change their mind and go theatrical like High School Musical 3, sure, but ehhh. I doubt it.
